Iran Inaugurates Country's Largest High-Efficiency Steam Power Unit in Roudshoor

The steam unit of the Roudshoor F-Class combined-cycle power plant, boasting a capacity of 345 megawatts, was officially inaugurated by the Minister of Energy as the largest high-efficiency steam unit in the country, backed by a total investment of 275 million euros.

Tehran (ISNA) - The advanced steam unit of the Roudshoor F-Class combined-cycle power plant was launched on Tuesday, June 16, 2026, during a virtual ceremony attended by the Minister of Energy, Abbas Aliabadi.

Speaking at the inauguration ceremony, the CEO of the Thermal Power Generation Company, Azim Etemadi, stated that the launch of the Roudshoor steam unit was tasked with boosting electricity production, meeting growing energy consumption demands in central Iran—particularly in Tehran province—and maximizing the efficiency of gas power plants by converting them into combined-cycle systems.

Etemadi went on to explain that the project was executed with a massive investment volume of 275 million euros. He noted that for the first time in the country, this project features a unique 1-3-3 configuration, meaning three gas turbines, three boilers, and one steam turbine have been interconnected.

The CEO of the Thermal Power Generation Company added that the ultimate capacity of the Roudshoor power plant has risen to 1,134 megawatts following the completion of this project. He specified that by capturing the exhaust heat from the gas units and directing it toward the steam sector equipment, electrical energy is generated without consuming any additional fuel, which translates to an annual fuel savings of 700 million cubic meters.

Etemadi emphasized that the overall efficiency of the power plant will increase to approximately 57 percent with the construction of this steam unit. He noted that because the plant is strategically located next to Tehran and Markazi provinces, which serve as major energy consumption hubs in Iran, the setup of this steam unit will play a key role in maintaining grid stability and improving voltage quality across the regional power network.

The project report further notes that the construction of the steam section at the Roudshoor combined-cycle power plant was carried out based on Clause 19 of the 2013 national budget law under a buyback contract framework. The Amirkabir Power Generation and Expansion Company acted as the project owner and investor, while the Thermal Power Generation Company served as the investment recipient, with the National Development Fund providing the necessary financial backing.

In addition, the general contractor for the construction of the steam unit was the MAPNA Group. The capital invested to build this unit will be repaid through the financial value of the fuel saved as a direct result of the power plant's increased operational efficiency, in accordance with the bilateral buyback agreement.
